Major William Deegan constructed Army bases in and around New York during World War I. He was a State Commander of the American Legion, a Commissioner of Public Housing, and a close friend of Mayor Jimmy Walker. He died from complications after an appendectomy. The expressway named for Deegan was constructed in stages beginning in 1944.
