Corrupting it to 15 still means your authority is 20, it's just corrupted up to 15. The very first corrupted perk in any attritibute is based on how corrupted that attribute is, but that is the only instance where the actual corruption value matters. It doesn't affect the scaling of the base, uncorrupted attribute at all.
