In Gloomhaven I find 4,4,4,4 easier then 5,4,4,4 since 4,4,4,4 is level 3 scenario and 5,4,4,4 is level 4 and as my chars level up and approach 6,6,6,6 the level 4 scenario gets easier. 4,4,4,4 is a level 2 scenario if playing on normal difficulty. 5,4,4,4 is level 3.
