The average used to be 270 days (9 months) from start to finish. From the timelines I have seen recently it looks to be 120-150 days. So stretching it out 17 months seems out of the question, I'm no expert and maybe someone more qualified can help. In reference to the VA exams, they are pretty cut and dry.
